You have to remember the historical perspective to this case. Hawaii didn't become a US state until Aug 1959. Obama was born in 1961

It was perfectly legal, in fact encouraged, that parents request US B.C. if their child was born outside the US. Because all residents of Hawaii could become US citizens, the moment Hawaii became a state. So his grandmother asking for a US BC wouldn't have been denied

Or, this is a faked BC, taken from a dead infant, and Obama never requested a Hawaiian BC
