They'll probably sign Cadet to a contract and then hope that someone beats him out in training camp. Signing someone at league minimum doesn't mean that you think he will make the team. There is no downside to signing a bunch of league minimum players. It's actually pretty smart. Maybe bonethug or tigerbait can explain it to you better than I can.

You get to sign 90 players in the offseason and only keep 53 for the season.
The majority of those 90 players are playing for the minium, so you sign guys that can fill roles and play special teams to fill up that 90 at the middle to bottom.
Cadet can fill a role and play special teams. That's why he (sadly) keeps hanging around. They likely sign him but you always hope you can find a diamond late in the draft or as an UDFA to take their place.
So far we haven't hit on anyone to take him out.
