Maybe it's the wording, how bout Masters Money instead? How bout Govt. money instead? Is it the word you are stuck on or the definition? Wefare: financial support given to people in need. Some people need for decades I guess, generations even. Financial support = someone else's money, and at that point does it matter who it comes from? Once you accept it, you have to follow THEIR rules for using it. White or black? No it doesn't matter, even working folks are slaves to their jobs, bosses, but have more freedoms and abilities to make more money.
