What you are saying is akin to someone wanting $20,000 from a bank and taking the decision of the bank out of the equation. They could go the legal route and apply for a loan but that shite takes forever and the bank gets to decide if they are worthy of a loan based on multiple factors. Instead, they just go the illegal route and rob the bank.

This is essentially what you are saying.
Sorta, but some key components are missing. Those would be that the loan processors and tellers are swamped/overwhelmed by the sheer number of incredibly complicated loan apps, so the bank doesn't have any security, getting robbed all the time. Cut down on the number of apps, the more tellers etc. can focus on specific apps, and the bank can be freed up to hire more security which would prevent robbers.
