Depends on tonnage of vessel and if it is coast guard inspected or coast guard documented.
Electronic safety equipment on inspected vessels have battery backup. VHF radios, SSBR's, loud-hailer and AIS systems.
I'm sure the loss of power statement was to add drama to the "reality" show.
