The school makes their own rules, sure. They also pay for them- well that's not really true, the ones who pay the taxes do. The school administrators most often see no punishment from this sort of thing, it's not like it's their money or anything .

Just to clarify, you still think a 14 year needs to get raped before she can sue? How many daughters do you have?
