You're right, I've amended his letter to what it should have said:
"As a white CIS man I would like to apologize for being white and being a straight man. Also for enslaving you and causing you not to be able to get meaningful employment. I recognize my privilege and take this as a small token of my sincerity. I'm sorry."

Seriously, though, why?
The guy commented that her attitude was exemplary. To say that is condescending or patronizing makes it sound like all attitudes should be received equally. A surly, non-smiling server who dutifully brought food and drink but nothing else should be the seen as the same as a friendly, smiling server?

On Wednesday, The Washington Post identified the generous tipper as 37-year-old Jason White, who said he didn’t even tell his friends about the kind act. His only concern at the time: spreading a message of unity.
“We have to think about being better Americans, we have to look into ourselves and how we treat one another,” White told The Washington Post. “If everyone did a little something to show respect…we can love one another.”
