So if the person was the owner of the vehicle and they were speeding, would there be any point in getting in on this class action?

Yes. It appears unconstitutional in several respects. If successful everyone should be refunded. Possibility of some settlement where they discontinue use and refund some of the money and pay attorney fees. Depends on which judge and appeal judges to some extent.
