PSN error code 37397-9

Sony does a lot of bans by banning IPs. If you're in an apartment complex, you're sharing that IP adress. That means some retard around you got the IP banned.

If you had access to the router, you could change the public IP address and be fine. Since you don't, you're hosed unless you can talk to management to do it for you. Try taking your PlayStation to another location and testing it. If it works and connects, then you know for sure. Only other option than change your IP address is to move.
