My guess would be that the worldwide debt crash would be getting ready to happen. My next guess would be that a lot of these leaders stepping down aren't true natives that tried to help. They don't want the native population blaming them for the potential catastrophe that is coming down the pipe.

This theory goes back to how the elite are buying up those bug out shelters in places like New Zealand.
