We do have confidence votes, we just do it by elections.

In parliamentary type govts, party lines are held together fairly tight even after election. Say the president elect decides to back off most of what he campaigned on, or fails to hold a coalition together and everyone including congress loses confidence.
A no confidence vote or referendum vote would be in order.
