All taprooms opened prior to the 2015 legislative session were issued a Class A retail license by the ATC. Which meant no one under 21 in taprooms or tours.
In 2015 the legislature passed a new law that revoked the ATCs ability to issues Class A licenses to breweries and explicitly granted breweries the right to open a taproom for limited on site sales and consumption.
Taprooms that are 21+ may still be operating under that Class A license (or are limited by local ordinances). I know several taprooms got rid of their Class A license once the new bill became law.
