Arthur's death had to happen for him to take the throne but in the end, did it really matter if Catherine consummated with him? No one seriously believed Henry's marriage was invalid and there was scant legal authority to annul it in any case. Henry was always going to make a way to annul it regardless. You think the consummation question really mattered?
