I am a firm believer that conference championships should hold a lot of weight in the selection process. If PSU gets to the B1G CG and wins it, the committee should consider them first. However, I think they would get curb stomped in the CFP. I also think tOSU and Mich are much better teams, but it shouldn't be on opinion or the eye test alone.
If Wiscy wins it, it becomes more complex as their only losses would be to Mich and tOSU. In that scenario, tOSU should get the nod (assuming a victory over UM). However, I would understand the logic behind Wiscy going to the CFP, again based on winning your conference.
