My go-to response for women is, "You look great."

I used to make weekly deposits to the same cashier every week. Big black woman with ridiculously huge breasts. She was gone for a couple of weeks, when she came back she had normal sized boobs. No way that I was going to comment on her tits. So I just smiled when my business was done and said, "Welcome back. You look great." She smiled so wide I thought the top of her face would come off.
