The vegetarian pho always has noodles: it's the broth that's vegetarian. No other veg are generally included in the bowl. Otherwise, it's just like meat-based pho, served w/a side of herbs, bean sprouts, and lime wedges. Practicing Buddhists frequently fast (often on certain days of the week), so vegetarian pho is on the menu at most pho shops.
