It is not going to be a fantastic picture. However, I have a TCL Roku 32" in my gym and it's perfect for that role - an auxiliary, "cable-less" TV with exactly 1 remote to keep track of and built in Roku functionality.
Having had one, I would recommend it without hesitation for an auxiliary display.
FWIW - if this is TCL, that's the bestselling brand in China, baw, and their new partner is Hisense - so, you're kind of going with what you know. I'm 99% certain your old Hisense panels comparable to those in the new Roku TVs, regardless of brand, and probably a little better as the technology improves.
So, you already kind of know what you're getting. If it works for the budget, I say go for it.
