As far as the Chicago situation goes. I watched the recent VICE:Chicago documentary on the troubles in that city (This was more focused on the music influence on CHI's problems) and it seems like all parties involved are liable for blame in this situation. You have kids/teenagers who have no respect for human life and believe that every situation should be handled with a firearm, parents who are likely incarcerated or on drugs and a city government who have closed programs to keep young people off the streets. Throw in the recent police shooting videos and you have a powder keg waiting to explode. IMO it's more of a class issue than a race issue.

Obviously this gets thrown around on this board as upvote bait. But i'd recommend that you look at how many after school & summer programs have been closed in that city due to funding.

I could go on and on with examples showing how race relations have tanked over the past 7 years. What examples can you give to say that's an exaggeration?
