Then on top of that the state will have to pay out benefits to the kids in the form of healthcare, cash benefits etc which will result in a net loss for the state. This program would be great but they need to make it applicable to everyone aged 18-65 regardless if they have kids or not.

The mom can get benefits as a single mom and the dad gets less as childless, but that's made up for by the mother's benefits. OR both parents separate of each other will claim the children.
This is supposed to apply to 47,000 people and your state has around a million people on food stamps. Less than 5% isn't "a lot" to me.
