So less than 5% Even if only 20% of those 47,000 have only one kid the state will end up losing money because not only will those 20% be eligible, but they will have also each added an equal number of new recipients by having a kid so that 5% has just turned to 3%. Then on top of that the state will have to pay out benefits to the kids in the form of healthcare, cash benefits etc which will result in a net loss for the state. This program would be great but they need to make it applicable to everyone aged 18-65 regardless if they have kids or not.

This is supposed to apply to 47,000 people and your state has around a million people on food stamps. Less than 5% isn't "a lot" to me.
