Third thing of note is he is wanted in another jurisdiction. A.P.S.O. and G.P.D. would have no way of knowing this without a request from that other jurisdiction.

That is all fine and good, but it isn't like the guy has been out of the public eye for years or something. He is a district fire chief - he isn't hard to fine with a simple Google search.

IDC if the background check missed him, I don't understand how he couldn't be found with 5 minutes of effort, if that.

It was explained a few pages back. One jurisdiction wants him but can't get their hands on him. Another has him but doesn't know the other wants him. On petty stuff the left hand doesn't know what the right hand is doing.

Let me try again.

1) You have to be charged with a crime in the jurisdiction the crime was committed.

2) When you are arrested you have to be booked into the parish that you were arrested in.

3) If the crimes you committed were in a different parish then you have to be booked into the parish you were arrested in as a fugitive before you can be transferred to the jurisdiction the charges are in.

You cannot be arrested in one parish and taken to another parish to be booked in. You have to be booked in as a fugitive first and then transferred.

It is just a legal procedure.
