Camps.

If the athlete is good enough, a lot of college programs have advanced camps that players are invited to.

If players stick out in those advanced camps, they'll typically be approached by coaches, have transcripts/test scores requested, coaches will tell the athlete they'll keep an eye on them, or the coaches might just offer the player if they stand out above the rest at the camp.
