That's because the Fiesta Bowl stole the Big 12 champion starting with the BCS era. For the longest time the Orange Bowl took the champion of the Big 8/Big 12 and an at-large team.

Just take a look at the match-ups in that game in the 1980s alone.

1981 Orange Bowl: #2 Florida State vs. #4 Oklahoma
1982 Orange Bowl: #1 Clemson vs. #4 Nebraska
1983 Orange Bowl: #3 Nebraska vs. #13 LSU
1984 Orange Bowl: #1 Nebraska vs. #5 Miami
1985 Orange Bowl: #2 Oklahoma vs. #4 Washington
1986 Orange Bowl: #1 Penn State vs. #3 Oklahoma
1987 Orange Bowl: #3 Oklahoma vs. #9 Arkansas
1988 Orange Bowl: #1 Oklahoma vs. #2 Miami
1989 Orange Bowl: #2 Miami vs. #6 Nebraska
1990 Orange Bowl: #1 Colorado vs. #4 Notre Dame
