21 feet is the time it takes (1.5 seconds) for an attacker to close the distance. it takes slightly more than 1.5 seconds for a trained individual to assess a threat, draw, and fire. that's why the "21 feet" number exists. it doesn't apply to an officer with his weapon drawn and raised. that reaction time goes to 0.5 seconds or less

plus, the cop put himself into that magical zone.. the attacker trying to distance himself from the cop.
