You need to do the quests to get in the front door of the railroad. Might need to do a few more for Pam to start giving quests.
Then I think you need to do 2 from Pam.
She sends you out on two types. Kill a Synth or Locate a cache of weapons. I think the second one she sends you out on will activate the weave AFTER you talk to Tinker Tom.
I don't think you get any kind of message. After doing the first couple of quests for Pam, talk to Tinker, then check an armor stand to see if you have the option.
