I don't think any of the Florida football powers can be in this conversation. Due to population growth, they were all bound to rise at some point.

Exactly. Regardless, the job Snyder did at K-State as a whole is far more impressive than what Spurrier did at Florida, given the circumstances and resources available to both of them. The more highly-touted players would more often than not prefer to play for a school that can offer great weather and lots of people. Snyder didn't necessarily get a bunch of chumps, but he utilized what he could piece together from the JUCOs in Kansas and filled in the gaps as needed.
