But this is a classic tactic. It's only happened a handful of times in tournament football, but it's a classic tactic. It's super common for your best goalkeeper to not be your best penalty saver. It's a classic tactic. Play for penalties against your superior opponent who surely won't score during open play. Then sub in your GK despite the fact you had two absolutely knackered players in regular time who could have been substituted.

Preliminary research indicates that it hasn't happened all that often. The fact that this article from ten years ago can point to only a handful of instances is indicative of its rarity.

It's an absolutely silly thing to plan for.

I don't have anymore time to research it, but I think the Dutch example is the only time it has happened in a WC, where a keeper was substituted for the specific purpose of penalty kicks. At least it's the only time I remember from any of the past four WC's.
