Ah ok, makes sense now. If it would have fumbled on it's own and no one touched it then it would just be a touchback. Because Wright hit it out it's a penalty. Gotcha

I don't see why so many people on tv are saying they had never heard of this rule.

You can't intentionally bat the ball anywhere on the field if you haven't possessed it yet. That's not common knowledge?
