Several years ago, I saw a documentary on airline safety. The airlines did a study of what happens in a plane emergency. In an emergency, 15% of the people will stand up and direct everyone to a safe exit and ensure everyone gets out safely.
70% of the people will follow instructions but will not take the lead to evacuate safely.
The remaining 15% of people will ignore the safety instructions and turn and walk into danger. They will go towards the exits that are on fire or otherwise not safe for use.
I have seen police studies using 10%/80%/10% for people who will never commit crimes/people who will not commit crimes if supervised/people who will commit crimes no matter what.
The ratios seem to reflect society in many areas.
Why punish 85% of the population because the other 15% is going to screw up no matter what laws you have in place?
