You can bypass the relay pack to lower the motor but it seems you have already ruled that out. I had one years ago that got stuck from low fluid. Also been on a boat that had one get stuck and the old tap with a hammer method worked. Do you have a picture of the unit? I suppose you could always just put a jack on the motor and pull the high pressure line, could be fun?

You can bleed out the return line at either end and put a jack stand under it at the height you want. Refill once you have it at height. I've done this.
As for why, I don't know. Fluid isn't draining or the jackplate ram is stuck. Im leaning towards that it is stuck. Tap on it with a rubber mallet or something.
