With Capital One yes. Not so with Citi. I have a Citi card that I use for business purchases. They consider my credit "limit" a guideline and allow me to charge over that number without penalty. The only caveat is that I have to pay down below that limit when the next statement balance is due. We pay our statement balances off every month so there is never an issue.

Well, the OP is about Capital One, so I'm really not understanding the point of your post.
