They were there when the slaughter happened right? It's my understanding that they were arrested due to simply being there and crowd control. Charges are a different story.

The fight/shootout took place outside in the parking lot. Most of the almost 200 arrested were inside Twin Peaks and some of them were not even there until it was already over.

I can see holding everyone there while things are sorted out on who did what.

And there's my biggest issue with all this. They took everyone there, arrested them using carbon copy felony warrants signed off on by a joke of a "justice of the peace" and then held them all on $1,000,000 bonds. I can see doing this to anyone who was in that parking lot shooting at people. But that's not what Waco did. Instead they just rounded everyone up, knowing most had nothing to do with the fight, and well over a hundred people have had their lives ruined and are facing serious felony charges.
And then there's the issue if it looking more and more like most of the people who died there were shot in the back by the cops themselves.
