The 4 bedroom house thing is going to narrow down your choices really. I guess the Northshore would check off most of your boxes. Parts of Metairie and Algiers would fit your criteria too. To live in any decent area of any of the above places and be comfortable it would probably take a household income north of $80-$90K.
eta: You said 3 kids? Better bump that income up to over $120k.
