In every single movie that includes a police department there is ALWAYS some hideous adversarial relationship between either fellow cops or the police chief. Happens 100% of the time!

My bad bro..I fat fingered the down vote. I tried to up vote. You're spot on with the observation! The chief is always giving our hero shite for the most minute thing and feels the need to yell about it. I always think, "what an unprofessional hell hole this place must be to work in"
