No, the unit is inside the home, very easy to get into. The quote is from One Hour, so pretty sure it was standard pricing for the job because he read it out of a book.
Run!
Do not hire these people! They replaced an entire system for me several years ago for $5500. They guaranteed that our bills would go down... They went up. It wasn't until we sold the house and the buyer had an inspector out that they discovered the problem. The One-Hour installer didn't seal the bottom side of the duct work between the return and the AHU which means for two years we were trying to cool Baton Rouge Attic air.
The worst part is that they had been out once after complaining and assured me the system was fine. I got them to make it right for the buyers only after threatening legal action. Also, when they came out to make the repairs they broke my attic steps and dropped a drill through the ceiling which created even more work for me before we could sell the house.

Metal or Flex ductwork? I am guessing at least 18k off the top of my head but there are too many unknowns.
Flex ductwork

I was quoted about $1900 for a coil.. not sure what size unit mine is but its the downstairs unit.

You need to get a new unit. More efficient than a R22. I replaced my old unit with a 4-ton did it myself. The cost was just under $2000.00 for everything new piping and wiring. I didn't change any duct work.

AC technicians are not allowed to service R22 systems anymore. They just change the whole system to R410A

If temps over 96, they add 1500 mark up

A/C prices are so variable. I would get a couple of quotes

Not sure about the price but I know of a very good one that will come out and NOT rip you off! Landen Eneault 225-270-5493. His costs are almost TOO low. Very hard worker and very honest.

Yeah, I'm pretty sure R-22 is obsolete. That refrigerant is worth more than gold if you can find it. Sounds like it's time for an update.

One Hour Air, their pricing is insanely high
Is it because it only takes them one hour?

I also have 5 cases of the small R12 cans left that I bought years ago right before they changed out to 134 before the price went up, my classic cars and trucks all have original a/CS that are functional
