Mongol - Ghengis Khan, responsible for over 40,000,000 deaths.

The Last King of Scotland - Idi Amin, responsible for over 300,000 death.

Those are despots.

Richard Kuklinski from The Iceman was pretty bad too.

What does Greatest Villain mean, performance or portrayal of a nonfictional antagonist?

How about Kind Edward the Longshanks from Braveheart?
