I don't get this passive aggressive way of doing things either.
have a problem? Talk to the employee first in private and dont' belittle them in front of everyone. Be nice about it and just say you need less chatting in the office due to blah blah blah and here are the goals we need to reach. Document the talk and the goals.
When/If they're not met or the behavior continues, then you have something to bring to HR and you gave them a fair warning.
