Carbs need to be cleaned. Almost a given. Anytime a boat sits up is bad for the motor. Run at least once a week to keep old gas from just sitting in the carbs. I used to unplug the gas line and run it out of gas. Now I just put a little marine stabil in every tank and it works great.

Seafoam might help with the carbs but if its gummed up pretty good they will need to be taken apart for cleaning.

You can rebuild the carbs but I would try a good cleaning and soaking before that. I had a 1987 Yamaha that was doing the same and now it idols perfect.
