I don't see Ireland with its own team. The NFL would be better off giving current teams territory in other countries.
Some are very natural fits. Ireland for the Steelers (as well as South Korea until a few years ago).
Mexico could be divided up among the Cowboys, Texans, Chargers, and Cardinals. Italy could be the Giants, Jets, and Eagles. The Bengals and/or Bears could get Poland.
