I added this to the OP in order to keep track of proposed changes. We can address them in full at the end of the season.
Proposed Rule Changes for 2016:
1. Give teams an unlimited number of IR slots. Injured players are not eligible to be added to teams via the WW or FA in order to prevent stashing.
2. Have a cut off date for milb free agent pickups in order to potentially add more quality players to the next season's draft.

Instead of having to cut a couple a couple of players when we draft, I'd like to add two slots... don't matter if it's regular or MILB ones.
