Back in my coaching days we had almost the exact situation. Had a special needs kid that wore "0". After his jr. year we gave him a letter jacket. Had a kid on the team in his grade that didn't letter, his momma pitched a damn fit. We had to take his jacket from him. So, our rule was a kid had to enter 5 varsity qtrs to letter, 1st two football games I put his arse at Super Safety! Lined him up about 40 yards behind everybody got flagged all 5 times for having 12. Didn't care, got him his jacket the second ballgame. He wore it in the 100 degree heat. Needless the say that momma was not real happy with me!

We had a special needs kid when I was in school that was our manager. He was pretty damn annoying sometimes, but he just wanted to be a part of it all. He got a letter jacket as well. Who the hell cares.

But considering JROTC and Band both had letter jackets (looked different than the athletic jackets) then pretty much everyone at our school had one.
