Prior to the SOAP process was the true scramble. You basically spent time calling a bunch of programs and trying to figure out if they had spots available and if so how do you get one, etc.
The SOAP is the new process instituted for those who don't match. It allows you to all of the spots that didn't fill regardless of speciality. You apply for these spots during Match Week (after monday, before friday) and do a bunch of phone interviews with PDs that you know have spots available. It's a much more organized method and is really not as much of a scramble as it used to be.
