From a business point of sense I don't see why not. Since no one makes money on the consoles anyway, they need to find more avenues for their games. They can't give the games to Sony/MS, so short of actually giving the consoles away this is the best bet.
Nintendo have always been forward in terms of design influencing gameplay, but backwards regarding the medium they use. Even now, if I buy a game on the amazon app store, I can install it on all my devices, play it on tv or phone (with the right equipment). With nintendo, one game is always one game, and I have to rebuy the fricking game when they make a new console every 5 years. That needs to end, then I'll rebuy the back catalogue of classics once, as opposed to never.
Not all games will work on straight touchscreen phones, but some will, pokemon, for example, could actually be massively enhanced. Phones, meanwhile, could be extra controllers for consoles (Nintendo already use this concept I guess).
