Do you understand how admissions work? A lot goes into the equation to ensure diverse student body. Waiving out of state tuition for certain state's applicants that meet a minimum SAT/ACT score is indication of needing to increase student population from there.

The funny thing is that you probably think "waving" tuition is a saying invented when some school administrator "waved off" tuition.
Also, this thread makes me miss college. Damn.
