No what I'm saying is that they have more manpower dedicated to scouting these kids than any program in the country. That's why they have so many offers out. They see more kids as a whole and quicker than most. Had nothing to do with independently scouting though I don't think they offer kids just because another school did or because the kid is ranked highly.
As to your suggestion that they do use the rankings and other schools as some sort of baseline to send out offers, I do believe they do that sometimes and also believe every school in the country does. You think these coaching staffs don't learn and follow what other staffs do? That would be naive to think. Coaching is a network and they do follow what each other do. If Jumbo Fisher offers a QB, with his track record, wouldn't you think other schools would take a look at that QB to determine if they can see what he sees? Of course they do. Sometimes they'll offer, sometimes they won't. Depends on the particular want and need for the specific program.
A big example of LSU doing this is Tyranny Mathieu. He blew up at Tennessee's camp and based on that our staff took a longer and harder look at him and decided to bring him in to get a look at him. Our staff knew the eval talent that was on that Tennessee staff and followed their lead in doing their research in him. The kicker to all of it is, Tennessee had him first and didn't offer. Even with all the talent on that staff they missed on him by not offering. Even the best make mistakes
