Jennings is not a great QB but he is a good kid by all accounts, and he busts his arse day in and out to do the best he can. Harris is a good kid too from what I gather, but he doesn't put in the time. He may have the physical gifts that Jennings doesn't, but he doesn't have the work ethic. It's a shame you couldn't combine the two -- then everyone would have what they want.
For now, we all have to wait and hope that Harris matures into what we all want him to be. He has a real chance to be a national star given his physical skills and the talent surrounding him. But he can't just ride the skills - he has to put in the time to review the film and learn the playbook.
