That would probably put an end to these shenanigans.
I thought they were screwed when they paid a 1st rounder, 4th and 7th to get Belichek from Jets. It did not matter at all.
They will just use the money to sign real deal free agents and undrafted free agents from D-II who will all get on the field from day one.

Does Green Bay have to pay the same penalty?
I doubt its more than a single 1st round pick, #32 in the draft.
