we are in the process of this for my wife. teachers get 5k for 5 years, 17 if special ed or math. we sent the application to navient (was sallie mae). then we got a letter back from ed financial not navient? saying we don't hold the loans. then directs me to here, this and this to get a pin then go here and do this to find out who really has your loans. so far im stuck on getting a pin, she was declined because her info does not match up on her ss card. frustrating

I assume you're trying to access the NSLD (National Student Loan Database)?
This stuff can be pretty stupid at first. For instance, Sallie Mae had 3 different entities, so if you picked the wrong one/address it wouldn't work. Hopefully once you can see the loans and the holder you'll be good. Usually once the process is done you just have to do 2 minutes of paperwork to keep renewing whatever it is you are doing each year.
