Unfortunately, that is correct. While in Virginia my wife purchased a car and paid sales tax on it. When we moved to Louisiana I paid Sales tax on the car again.

Three years later we moved to Illinois and I knew it would only be for a few years. I had a couple of choices.

1. Pay sales tax on the car in Illinois that I had already paid sales tax on twice. In addition when re-registering it in Louisiana pay sales tax on it a fourth time.

2. Not register the car in Illinois and eat the ticket if I got one.

I chose not to register it in Illinois and never got a ticket. I moved back to Louisiana a few years later.

No problem.

If you are going to sell the car in the near future 2-3 years, I wouldn't register it. That's just me.
