Because the NFL has rules on jersey numbers
1-19 for kickers, punters, QBs
20-49 for RBs and DBs
40-49, 80-89 for TEs
10-19, 80-89 for WRs
50-79 for O-Line
50-79, 90-99 for DL
50-59, 90-99 for LBs
