The rule apparently only applies if you go up in divisions. So I wouldn't think it it would be designed to curtail division jumping if they are expected to do poorly in their first season after the jump anyway.

I remember this rule from Troy moving up. Didn't matter because they only won like 4-5 games that year, but this has been the rule for a long time, and this is the perfect opportunity to challenge it. Yeah the Belt sucks as a whole, but going 8-0 in any league should be enough to get you to a bowl game.
